The Anambra State Government has dismissed the 2025 State Performance Index published by Philips Consulting Limited (PCL), describing it as flawed, misleading, and damaging to the firm’s professional credibility.

The report, released on Thursday, had ranked Anambra among the worst-performing states and one of the least desirable places to live in Nigeria.

In a statement on Friday, the Commissioner for Budget and Planning, Chiamaka Nnake, faulted the methodology used by PCL, insisting that the rating was based on weak sampling and biased inferences.

> “Philips Consulting Limited, once renowned for its expertise in human resource services, now appears to have veered into areas far beyond its traditional competence. Everyone now rushes into the business of ‘ranking’ as the new fad in town,” Nnake said.

The commissioner stressed that Anambra State has consistently performed well across critical sectors such as education, healthcare, infrastructure, and security. She added that credible international organisations using verifiable standards have ranked the state among the best performers, a direct contradiction to PCL’s findings.

Nnake also argued that PCL’s simultaneous ranking of Anambra at the bottom despite positive international ratings highlighted a “credibility gap” in the consulting firm’s report.

She further cautioned that expanding into new fields like state performance assessment requires rigorous training, sound methodology, and capacity building—elements she said were absent in the 2025 PCL report.
