Tinubu Rejects NDLEA Bill Over Clause on Crime Proceeds

President Bola Tinubu has declined to assent to the National Drug Law Enforcement Agency (NDLEA) Bill, 2025, citing concerns over a controversial clause related to proceeds from drug-related crimes.

His decision was conveyed in a letter read aloud in the House of Representatives during Thursday’s plenary session.

Citing Section 58(4) of the 1999 Constitution (as amended), Tinubu explained that the proposed law sought to allow the NDLEA to retain a portion of confiscated drug crime proceeds. He argued that such a provision contradicts Nigeria’s existing financial regulations.

According to the President, “All proceeds of crime are paid into the government’s Confiscated and Forfeited Properties Account.” He emphasized that any disbursement to enforcement agencies like the NDLEA must be approved by the President, and further endorsed by the Federal Executive Council (FEC) and the National Assembly.

President Tinubu added that there is no compelling justification to change a framework designed to ensure executive and legislative oversight and maintain accountability in the handling of recovered assets.
