FG Integrates Leasing Into Public Procurement Framework

The Federal Government has taken a major step toward improving transparency and efficiency in public spending by integrating leasing into Nigeria’s public procurement system.

This follows the signing of a Memorandum of Understanding between the Equipment Leasing Registration Authority (ELRA) and the Bureau of Public Procurement (BPP) in Abuja. The agreement aims to strengthen fiscal prudence, enhance service delivery, and promote sustainable asset management across government institutions.

In a statement signed by ELRA’s Head of Media and Corporate Communication, Adebola Brookslyn, the Registrar and Chief Executive Officer of ELRA, Donald Wokoma, said the collaboration will establish clear policy guidelines and standardized documents for lease-based procurement in the public sector.

According to Wokoma, the MoU will also focus on building the capacity of procurement officers in Ministries, Departments, and Agencies (MDAs), while integrating ELRA’s registration system into the national procurement workflow to improve accountability.
He added that the initiative would pilot leasing projects in key sectors such as health, education, transportation, agriculture, and ICT.

Wokoma commended the BPP leadership for its support, emphasizing that the partnership would reduce fiscal pressure on government budgets and align with the Renewed Hope Agenda and Nigeria’s goal of achieving sustainable economic diversification.

“This partnership will ensure that every lease transaction delivers measurable value to national development,” he stated.

 

In his remarks, BPP Director-General, Dr. Adebowale Adedokun, described the MoU as a strategic step toward strengthening Nigeria’s procurement system.
He said leasing offers a viable financing alternative that enhances service delivery while safeguarding public resources.

“By working with ELRA, we are ensuring that public sector leasing transactions are transparent and deliver real value for money,” Adedokun noted.

 

He further stressed that the agreement would improve institutional capacity within MDAs and promote compliance with procurement regulations.
Adedokun warned that only entities registered with ELRA would be recognized in government leasing transactions, adding that the BPP would not issue a Certificate of No Objection to non-compliant operators.

Under the Equipment Leasing Act of 2015, ELRA is empowered to regulate and register all leasing transactions in Nigeria to ensure credibility, accountability, and investor confidence.
